Haram-i-Ma’súmih [Shrine of the Immaculate One], this Shrine is an inviolable sanctuary, and even criminals can seek sanctuary there and be immune from arrest. The guards escorting the Báb to Tihrán had been ordered to avoid going into any major city, and avoiding Qum was high on this list.
